In order to take your road skills test in WV, you’ll need:
A valid instruction permit. Additionally if you’re under 18, you’ll need either your 50-hour driving log or your Driver Education certificate.
The vehicle you’re using must have valid registration and valid insurance.
The vehicle must also pass an inspection - it can’t be in poor state or missing safety components.

WV requires you to create a 50-hour log of supervised driving, or a Driver’s Education certificate before taking your driving test.

Some mistakes are considered major, which can lead to an automatic failure (with no warnings). For example, driving a vehicle that isn't safe, or not having proper documents, can mean you don't even begin the test!

If you’re 18 or older, you’re allowed up to two attempts at your written test, and three attempts at the road test within a 90 day period from getting your instruction permit.

If you’ve never had a license before, you'll need to hold your instruction permit for at least 30 days before you can apply (if you’re 18+).

Display use of vehicle controls (signals, lights, mirrors) competently.
Drive safely through intersections, stop signs, etc., whilst obeying WV traffic laws.
Perform maneuvers such as turns, backing up, parking or reversing, adjusting your speed.
Demonstrate observation skills (check mirrors, blind spots) and proper use of seat belts.
WV Driving Test Information
Getting Your Permit & License
Level 1 Instruction Permit (Learner’s Permit): To start, you must be 15 years old, pass a mandatory vision test, pass the written knowledge test, and have parental or legal guardian consent to drive. You’ll also need proof of your school enrollment or a school-related form.
Levels 2 and 3 (Intermediate and Full Licenses): You’ll need to hold your Level 1 permit for at least 6 months without violations, complete the required supervised driving (including hours at night), and meet other driver education or certification requirements.
Documentation: When you apply for any driver’s license or ID, you’ll need to provide some documents: proof of identity, proof of social security number, and two proofs of physical West Virginia residency.
New Residents
If you’ve moved to West Virginia and already hold a valid driver’s license from another state, you can transfer it to a WV license. If your out-of-state license is expired, you’ll need to re-take the required tests (vision, written, and sometimes road skills).
You must surrender your out-of-state license when applying, and meet the document requirements listed on the DMV site.
Driving Restrictions & Practice Requirements (for Teens under 18)
Under the Graduated Driver Licensing (GDL) program, you must avoid violations during Level 1 and Level 2 stages. If you get moving violations, you might lose your permit or license privileges.
Supervised Driving
You’ll need to log 50 hours of supervised driving, and at least 10 of those hours at night before moving up from Level 2 to full driving privileges.
Time restrictions: Level 1 permit drivers may only drive between 5 a.m. and 10 p.m. As you move through levels, some time restrictions relax.
What the DMV Will Look For on Test Day
Your Vehicle
The car being used for the test must have valid registration and insurance, be safe to drive, and have working lights, mirrors, brakes, turn signals, etc. If something essential is missing or deemed unsafe, your test could get canceled.
You
You’ll be expected to show safe driving skills: obey stop signs, traffic signals, yield right of way, make proper turns, use your mirrors and perform observation (i.e. checking blind spots).
You must have the required documents: permit (if applicable), proof of identity, residency documents, etc. The DMV checks these before proceeding with the test.
