Frequently Asked Questions
-
You’ll need several things ready: original valid vehicle registration, proof of valid insurance, and a current safety inspection certificate for your car.
If your vehicle is a rental, you must be personally listed on the rental agreement, and the car must still meet all requirements (registration, insurance, inspection).
Under 18 year olds need to show their Driver’s Education and "Behind-the-Wheel" completion certificates before the test can begin.
-
Yes. Before the examiner lets you begin the road portion of the test, they will carry out a vehicle pre-check.
They will check your lights (headlights, brake lights, turn signals), horn, mirrors, windshield, seat belts - all must function and be deemed safe. If anything is defective your test will be cancelled.
-
You can use it as a helpful tool, but you still have to demonstrate checking your mirrors, and looking over your shoulder when reversing.
-
The whole appointment typically takes around 1 hour, including checking in to reception, document review, your vehicle safety pre-check, and the driving portion itself.
We always advise you arrive early (30 minutes before your appointment) so you’re not rushed.
-
Making safe turns (left, right) with correct signalling.
Backing up in a straight line or into a spot.
Obeying stop signs and traffic signals properly.
Changing lanes safely, checking blind spots.
Using your mirrors and proper observation before pulling out.
Demonstrating safe vehicle control in normal traffic.
-
If you arrive late (often by as little as 5 minutes), you could be considered a no-show, which may mean you forfeit your road test fee and will need to reschedule.
If your vehicle doesn’t meet the safety requirements, or you don’t possess the required documents, your test may be cancelled or postponed.
Hawaii Road Tests - Further Information
Graduated Licensing & Your Age Requirements
You need to be 15½ years old to get your Instructional Permit (also called a Learner’s Permit) under Hawaii’s Graduated Driver Licensing (GDL) program.
Once you have your Instructional Permit, if you’re under 18 you must hold it for at least 180 days (six months) without having violations/pending issues before you can move up to a Provisional License.
To get a full driver’s license (for minors), you’ll also need to complete classroom driver’s education and behind-the-wheel training, along with passing the road test.
Documents & Proof
When applying for your Instructional Permit, you’ll need to show proof of legal name, date of birth, legal presence, Social Security number, and a certified birth certificate (if you’re under 18). You’ll also need two documents proving your current Hawaii address.
If your parents have custody, both (or the custodial guardian) will need to sign the forms. If one parent isn’t able, notarized consent could be required.
Vehicle & Test Requirements
For the road test, the car must also meet specific conditions: no visible cracks in the windshield that obstruct view, a working horn, correct license plates (front & rear), clean inside and out, and safety belts functioning properly. Keep your vehicle clean and in good working order, or the test might not go ahead.
The Instructional / Provisional Phases
While holding your Instructional Permit, you must always have a licensed driver (21+ years old) in the front seat with you. If it’s late (11:00 p.m. to 5:00 a.m.), then your supervising parent or guardian must be the only person sitting next to you.
Everyone in the vehicle must wear seat belts. Children under 4 years old must always be properly restrained in a suitable child safety seat per Hawaii law.
Moving From a Provisional to Full License
To get your Provisional License young (at age 16 to under 18) you need to have:
Held the Permit for at least 180 days
Completed driver’s ed (classroom + behind-the-wheel)
Have no pending violations that could suspend the permit
Pass the road skills examination.
To upgrade from a Provisional License to a full license:
You must be at least 17 years old.
You must have held the Provisional License at least 6 months.
You need to have complied with all GDL requirements.
