Utah Laws & Rules

Seat Belt Use

Utah has a primary enforcement seat belt law. Meaning you can be pulled over and cited just for not wearing your seatbelt. Failure to buckle up is a legal violation, with penalties applying to all.

Cell Phone / Distracted Driving Laws

Drivers under 18 cannot use any handheld wireless communication devices while driving.

Even for drivers over 18, there are restrictions on texting or manual/distracted use of devices.

“Slow Down, Move Over” law

When approaching vehicles or workers stopped on roadways (emergency/service vehicles), you are required to slow down and move over if safe to.

Day-of-Test Checklist & Tips

  • Make sure your documentation is ready: learner’s permit, vehicle’s registration, proof of insurance.

  • Inspect your vehicle: check your lights, mirrors, seat belts, tires, horn etc. or the examiner will disqualify your car.

  • Arrive early: Being late might mean you can’t test that day.

  • With the examiner: follow the instructions clearly, stay calm, and avoid rushing.
